Forgive me if this is stating the obvious:

When you see the "do you want to proceed?" box, do you click "yes" and then "continue"? That should free up the keyboard, unless your cursor also gets frozen.

The oversensitivity (in my opinion) of both IE and MS Edge to security certificate accuracy, is one of the reasons I don't like to use either of those browsers.

Another thing you could try is to tell whatever AV program you have (Windows 10 has a self-contained AV, Windows Defender, even if you didn't install an additional AV) that [url][/url] is a safe site that does not need to be checked.
